The joint development team are responsible for the potential provision of up to 6,500 houses; as well as new schools, a health centre and convenience shops in Hoo St Werburgh (in effect the delivery of a new town in Medway).

Masterplan proposals for the delivery of the scheme have been prepared by Barton Wilmore to help support the scheme through the Medway Local Plan process. To support this master plan, which provides sustainable strategic connections to/from the town, to surrounding towns and employment opportunities; and also allows for more movements within the town itself, a transport strategy has been developed.

This has involved detailed discussions with Arriva, the main bus operator in the area, as to how a bus based public transport strategy can best provide both the strategic and local sustainable connections. This has required the evolvement of a phasing strategy as to how the existing bus services can be re-routed or re-scheduled to provide both strategic and local connections. An assessment of the potential impact this development proposal will have on the strategic road network, including the M2 and The Four Elms Roundabout, has been undertaken which has required discussions with Highways England and Medway Council.

On-going representations throughout the Medway Local Plan consultation process in support of the scheme are still being made.
