York Station Travel Plan

Virgin Trains East Coast (VTEC)

Prime was commissioned by VTEC to produce the station travel planning documentation for York Station as part of the ongoing station travel planning programme across the East Coast Mainline franchise. For York Station, the work was set against the planned major regeneration developments within the wider York city area, including the “York Central” developments near to the Station; as well as the planned refurbishment of the station itself.

In accordance with the Association of Train Operating Companies Guidance (ATOC) ‘Guidance on the implementation of Station Travel Plans’, in 2013, Prime collated existing research, including site visit findings, NRPS (National Rail Passenger Surveys) /Face to Face passenger surveys data, and feedback from stakeholder engagement. This was then enhanced by a detailed site audit, including the key walking/cycling routes and public transport connectivity to Station. We then ascertained the issues and opportunities for enhancing accessibility by sustainable modes to/ from the station.

Prime liaised closely with the Project Manager at VTEC to develop a detailed Station Travel Plan and associated Action Plan Framework (APF). The importance of the separate APF allowing VTEC to provide a ‘live working document’ to stakeholders, setting out short, medium and long term measures to be implemented, against key performance indicators and a monitoring strategy.
